I am not quite sure when they were removed, but before they were you could just hold shift while running the game. This would open up a menu where you could change the game's quality settings. But, as of possibly 2-4 months ago, that is no longer a thing. There is a substitute using the command prompt, but it seems like it is finicky. It does not seem to work as well as the prior settings. If they do get brought back, consider making them a bit more obvious than something like using the command prompt or holding shift while clicking play. Either something in the "cog settings" (where you can repair the install and what not). Or, putting in the settings. As long as it isn't something as obscure as the prior and current options.
